Her bottom line\u2014repeated often\u2014was that available resources are falling far short of the Air Force\u2019s growing responsibilities<\/strong>.<span id=\"more-1699\"><\/span><\/p>\n<ul>\n<li>In operations against the self-proclaimed Islamic State, the Air Force has conducted <strong>70 percent of the roughly 2,800 coalition airstrikes<\/strong> across\u00a0 Iraq and Syria. Additionally, the Air Force\u2019s intelligence, surveillance, and reconnaissance (ISR) platforms have helped coordinate the missions and actions of all other coalition partners.<\/li>\n<\/ul>\n<ul>\n<li>Less visibly, the Air Force has also provided virtually all aerial refueling\u2014<strong>95 percent of all tanker sorties<\/strong>\u2014throughout Operation Inherent Resolve. This has formed the logistical backbone of the entire operation.<\/li>\n<\/ul>\n<ul>\n<li>This sustained capability comes at a cost. The U.S. Air Force is the <a href=\"http:\/\/www.airforcetimes.com\/story\/military\/careers\/2014\/12\/16\/james-no-involuntary-cuts-2015\/20477011\/\" target=\"_blank\"><strong>smallest it has been since its inception<\/strong><\/a> in 1947. <strong>The aircraft are the oldest they have ever been<\/strong>; the average aircraft is twenty-seven years old.<\/li>\n<\/ul>\n<ul>\n<li>The equivalent of the sixth-generation fighter, intended to ensure air dominance past 2030, may not be an aircraft at all. Hypersonics, quantum computing, and directed energy are just some of the potential \u201cgame-changers\u201d under discussion. James emphasized the <a href=\"http:\/\/www.defensenews.com\/story\/defense\/air-space\/strike\/2015\/03\/07\/next-gen-air-dominance-6th-gen-fighter\/24393673\/\" target=\"_blank\">need to combine air, space and cyber<\/a> in order to make this happen.<\/li>\n<\/ul>\n<ul>\n<li>Nuclear capability is the Air Force\u2019s number one modernization priority. In the FY16 budget, as well as the accompanying five-year plan, there is an increase of\u00a0<strong>$5.6 billion<\/strong><a href=\"http:\/\/www.af.mil\/News\/ArticleDisplay\/tabid\/223\/Article\/566780\/secaf-afgsc-commander-visit-malmstrom.aspx\" target=\"_blank\">allocated for nuclear enterprise<\/a>. In addition, James would like to bolster the mission set with\u00a0<strong>8,800 additional airmen.<\/strong><\/li>\n<\/ul>\n<ul>\n<li>Impossible choices loom in the event of budgetary sequester. The Air Force has requested<strong>$10 billion dollars <\/strong>above the Budget Control Act\u2019s mandatory caps. If a compromise is not reached, according to James, the Air Force must make ends meet with likely elimination of the U-2, Global Hawk Block 40, and KC-10 fleets.<\/li>\n<\/ul>\n<p>The bottom line is that the current political and budgetary environment\u2014rife with conflict, scarce on resources\u2014has thrown the Air Force a curve ball. Air Force officials intended to reconstitute the force as the war in Afghanistan wound down. The Russian invasion of Ukraine, the rise of the Islamic State, and the Ebola emergency response have thrown that plan out the window.
