Militias claim to\u00a0be in\u00a0control of\u00a0the town&#8217;s western outskirts, including three commanding heights near\u00a0the highway.Pro-independence forces in\u00a0the neighboring Luhansk People&#8217;s Republic (LPR) said earlier in\u00a0the day they had downed a Ukrainian warplane near\u00a0the town of\u00a0Irmine, 35 miles away from\u00a0the regional capital Luhansk.<\/div>\n<div><\/div>\n<div><strong>The Ukrainian Defense Ministry did not confirm this report.<\/strong><\/div>\n<div>\n<div><\/div>\n<div>A military offensive by\u00a0Ukrainian government forces has entered an active phase following\u00a0months of\u00a0relative calm after\u00a0the September ceasefire, according to\u00a0militia reports. Self-defense forces in\u00a0the two breakaway regions claim the fiercest fighting is around\u00a0Debaltseve.Kiev has been conducting a military operation in\u00a0the southeast since\u00a0a standoff between\u00a0the new government and local opposition forces spiraled into\u00a0an armed conflict in\u00a0April 2014.
